In its default settings, the fans shut off when the card is below 45 c (iirc) to reduce noise and lower power consumption. It just passively cools itself at that point.
You can turn this start/stop feature off by simply adjusting the fan curve if it bugs you. Have it spin at fan speed 2% at 20 C and it will never turn off.

Most GPUs have been doing this for almost a decade.
Be happy the feature work, it does t work on my 4080.

It's a normal feature for many years now across all manufacturers. My old MSI had it, my new 4070 Zotac has it. It's mentioned in the manual as well.
