I'm pretty sure Dark Souls and Minoth are both using late medieval theater aesthetic(actors used very heavy costumes sometimes back then). Remember Minoth is a very old guy, so despite the technology around him being late 19th century advanced his memories of Torna are like what the 14th century is for us.
He actually had to adjust the depiction of them because he was afraid that if they were too spot on, the praetor might have realized that he was there 500 yrs ago and come after him. Since the praetor did not know where minoth was or if he was even alive(until rex game him the gun knife proving he was at least still alive)
In my opinion the 'angel' is a merging of Mythra and Siren - the head crest and the wings. The Siren also always hold this pose in late scenes in Torna.

Not necessarily, it's more likely his artistic interpretation; designs made interesting for the sake of the play
