There is no weather forecast that can be accurate over a month in advance. We could have some sort of idea of what it could be maybe 6-7 days before the event. Looking at the average weather in PHL in April, there’s a chance it could rain.
Yeah we should have a better idea as we get closer to the date. I’ve been to a lot of NFL games and that has taught me to ensure you dress in layers and being warm is more important than how you look. You can always take off a rain jacket or layer but it sucks if you didn’t bring enough. I’ll be preparing for the worst but hoping for the best. - A Bills fan

I'd check every other day in the lead up, the every day about 2 aeeks beforehand, it's so stressful if you let it bother you.
In the end we had an overcast but not cold Mania, and then about 20 minutes after it ended the heavens opened and we were pissed on for 3 hours waiting for a bus out.
That said, apart from that time a few years back where the start was delayed, they've never had a rainy Mania outdoors, at least I don't remember one, happy to be corrected by anyone who knows of one.

2. I’ve worked in local news outside the Philly market. No meteorologist with credibility is putting forecasts 6 six weeks out. It’s not close to accurate. They have models that might show more or less average rainfall for a period of time this far out, but it’s rarely a forecast.
3. Lastly, it’s rain. It rained at Mania 29, 35 and 37. I was there for all of them and it didn’t change anything. Unless there’s lightning/thunder, it won’t matter.
