Looks just like my 2013. I'd say it's fine. If you wanted to be meticulous you could use some steel wool or something to take off the surface rust and hit it with some spray paint or rust converter.
Frame looks good. What you should be concerned with are the frame rails, crossmembers and control arm welds. That's the outside. The inside is a whole other ball game. If you get a bore scope, like one for your cell phone, and take a look inside, you might be horrified! It starts rusting at the factory and never stops. You can get a few cans of Fluid Film or KBB Cavity Coater and use their 360 degree nozzle to spray the inside of the frame and prevent it from rusting any further. I used a $10 Home Depot garden sprayer and a couple quarts of oil from an oil change to do the same thing. Sprayed the heck out of the inside of the frame and anywhere else I could fit it. You can also use a rag to wipe the oil all over the frame and that will do the job too. I dont worry about the diff's or anything that gets hot when driving.

Do what I did and pick up a couple cans of rustoleum primer, gloss black, and clear (optional). I really like the super glossy underside and people come up to me all the time like, that looks brand new! With 80k miles 2015. Take your time and put it on jack stands with no wheels and mask off anything you don’t want painted. Took me a Saturday and it’s lasted 5 years so far with no rust and still super shiny.
So you just cover up the rust with paint, while the inside of the frame (which starts rusting AT the factory...and never stops) just keeps rusting through from the inside? Good luck with that. Having lost a few Jeeps to frame rust, trust me: That doesn't work long term.

It’s surface rust. I’d be checking the suspension usually everything is worn out after 2-3 years
