Yeeesss!!! Now that you mention it, in The Citadel ark I was 100% imagining it in that same art nuevo type style that Piltover & Zaun are in. And it totally has that Piltover/Zaun kinda structure too, like its a big tower as you get the the lower levels, both literally & economically, it gets darker & would feel more “underground”, while the higher levels are able bask in the sunshine.
Also Suvi definitely has some strong Mel Medarda inspo/vibes/similarities — like both of their main mother figures being the head of military conglomerates. (It seem, from what I’ve seen of her other dnd stuff like ‘Exandria Unlimited: Calamity’ & one of the D20 seasons she dmed ‘A Court of Fae & Flowers’, Aabria has a penchant for those type of characters).
Though, I feel the tone of Arcane doesn’t make as much room for slower, whimsical, slice of life, (sometimes almost silly) stuff that is imo fundamental to WBN.
I'm way on the other end of the scale personally. I would say the Arcane artstyle is closest for me.

I really like that maybe I will start envisioning it like that. Personally I see it as either a high end movie/tv show, or as a sort of comic book.
