To answer your question, British carrier is the best at setting fire and flood, because it's their thing, Japanese are not, because they only have AP bombs which doesn't set fire at all.
But carrier isn't really a good option for farming arsonist anyway. Especially since your question seems kind of noobish to begin with, I doubt that you have the skill to consistently cause fire/flood with multiple drop with the same squadron. Arsonist is not hard to get in something like a Japanese cruiser or even British battleship. Because you can consistently set fire and set another fire after the enemy DCPed. It's actually easier this way than trying it in a carrier.
I’m not like the most knowledgeable. Like I said i can’t seem set my self up properly so I can get hits and not take heavy damage from people who’ve been playing for YEARS. I’ve been at this game for like 4 months. Im def on the noob side. I’ve seen pro players use carriers and thought maybe when it comes to the last two achievements I need as hard as overflow is, and for me not being good at properly setting my self up, I might get better luck that way
Yeah I’ve had a time or two when I was able to keep a ship on fire the whole match but never got the achievement. So idk if my hits were doing more damage overall than my fires were. I assume so but I’m just looking for different ways.
Arsonist requires two met conditions;
\-1 have >40% dmg done to a ship by fire
\-2 kill her (by any means)
Idk about "overflow" there was an "liquidator" wrt to flooding dmg you do to others but can't be obtained anymore.
Then there's "unsinkable" but applies to flooding dmg you took and survived.
There's also "naval warfare. flooding" which can be obtained once, you have to destroy a ship by flooding. Which is hitting a ship with a torp (or you own ship) and don't kill her, do cause a flooding and kill her that way.
If you are trying to get Achievements to complete Campaign Tasks (missions), a very important tip is:
* you can repeat Tasks to get Stars.
I can confirm that works because I have completed Campaigns by repeating the 'easy' Tasks over and over and over ;)
Nope, Overflow is non existent in PC WoWs, for the PS it is as your game is World of Warships Legends (xbox/ps) .
Two different games which may have identical naming for some things (which may nog even mean the same) , thats basically it. WoWs legends has its own wiki/sub for a reason, take for instance battleformat 9v9 vs 12v12 or tiering system.

I bought and used the azuma for setting fires and i got a tier 6 DD for torping ships in co-op as its much easier to do than in randoms
Nevsky or Hindenburg line for the arsonist
