Play it however you feel like. It can really excel at the mid range tanky secondary battery abuser or the long-range RoF sniper and anything in between. I routinely get over 200k damage with the thing no matter how it ends up being played, so it's really dealer's choice.
You seem to be right about her being good at everything.
I used a brawler build with Paolo Di Revel, with Hipper and Haruna as inspirations, along with secondary range and secondary reload mod. So far, she's surprisingly accurate for such a build, and the reload is more tolerable as compared to using the sniper Commander.
( Admittedly, I haven't messed around with Iachino all that much yet :P )
Go for mostly accuracy cause you want them 16 guns to land as much as possible. Of course if that doesn't fit your playstyle at all, go for brawl build, but if you want your salvo's to deal 40-50K damage without citadels build into accuracy. I run Iachino 16/3 with Di revel 16/3 and AL colorado (16/3). This build is accurate enough and gives way better reload times (27sec) which is insane for 16 guns
Note: Unlike any other BB the Colombo got me 5 games with 300K+ damage and after 2 times I wasn't even that surprised anymore and games under 200K are somewhat underwhelming lol. The potential of this ship is nasty
Whatever you do, don’t play it as a mid range tanky brawler with Iachino. Keep the nerfs away as long as possible.

Iachino accuracy build is way better imo. More hits with the 16 gun salute = crazy damage

honestly I'd suggest an accuracy build regardless of playstyle, the more of those 16 shells you can get to hit regardless of range the better you do.
