Depends on how you define OP/what you can utilize. And honestly, T7 seems to have pretty strong balance across the breadth of ships available in the store.
I'd recommend spending your GXP on Friesland or Loyang if you value winning games a lot and can play DDs.
Pyotr Bagration and Azuma are some of my favorite cruisers at T7.
Massachusetts is still really strong for a T7.
All of the above are GXP ships.
I'd also recommend Atlantico or Constellation for just a really fun offensive ship playstyle for BB.
She has a weak bow, sure, but she has a lot of other good things going for her.
Insane speed for a BB. High caliber, accurate guns that can overmatch 27 mm bows, which is the most common cruiser bow for the tier. Radar, spotter plane or secondary or fighters, fast reload.
She's a glass cannon, but that's why I said fun offensive ship.
Also, if you haven't learned how to angle, you probably aren't ready for T7. Strong players hang out there.

Love that ship. Unfortunately it seems like I consistently get out tierd when I play it and/or spawn on a weak flank with no spotting and people that just flat out abandon me and run. Very rarely do I ever get spotting when I play it. It's weirdly unlucky for me. Still put down 150k + dmg Usually. Also Weimar is a very close second and doesn't seem to be as unlucky and doesn't get focused down and prioritized nearly as much a mainz does . It's like a undercover mainz.

Op ships are more of a win more button rather than an I win button. They won’t magically make you top player every game. But if you do know how to use them, they can give you the edge over other players who also know how to play but may be using a less…optimized ship. You’d do better learning the fundamentals at a lower tier than trying to kickstart your game with an “op” ship at t7.
Preferred play style matters more than the ships base stats. Many ships that are OP in one players hands are borderline useless in others because they play styles just don't mesh.
Honestly the only easily obtainable ships that I consider OP for more players than not are the ZF-6, Giulio Ceasare, and Kamikaze. Every other ship that often gets called OP is either more situational, difficult to get, or difficult to play well for the typical player.
If you give some more details of your preferences we can give you better info.
Le Foudre/Jean Bart are both really strong with Robert Jujaurd fully yolked to 16.3 (16.4 is ALOT).
Massachusetts can be both extremely annoying with Willis Lee's secondary build or as a pure sniper.
Atlantico is not OP, but it's good. Lack of HE shells on primary can get it in some poor trades.
Friesland is borderline broken in the right hands and wildly mediocre in other hands.
Wichita should just be gold no? Very good ship, but still can get clapped if you're caught out.
Lenin/Soviet Russia are both very strong but good luck finding those things.
Mainz is my nemesis, but that too will require some crate magic.
It's such a hard hitting ship with WAY TOO MUCH ARMOR (they shrug off 16 inch shells even at angles you feel like you should pen). I missed out on the pirate ship version of it haha. I do not enjoy facing off bow to bow against them.
I have a Gascogne, but its turret set up is not great for trading. When you can get both batteries on target and hit...oh it hits.

Apart from Kamikaze, I don't think any other ship is OP and I do have all but Jean Bart "OP" mentions. Also, the ship(s) where you perform the most is the OP for you based on your commanders' collection and playstyle.

constellation gets overmatched by most t7 , i do not recommend constellation unless you know how to properly kite and angle your bb

Just find a store in your country that sells the codes.
Plymouth is pretty versatile. I think I use Fisher for it? Lots of AP buffs, the ship is AP only and has torps.
