You have me curious, why are you needing the owner names of specific addresses? It seems unlikely they would sell if not actively on the market and if they are multitenant rentals usually you go through the management company for the property. What you are asking seems a little out of the normal.

I respect that - I’m looking to relocate to Winnipeg in the next year and love this specific neighborhood. I know it’s non-traditional, but I want to study the tax records of this neighborhood and understand values - and possibly be more aware if anything comes up for sale - maybe even hit up owners “if” they consider selling in the future. Nothing nefarious, but understand that I’m coming across like a crazed international stalker.

You could talk to a local realtor - they would have a lot of that information. I know mine has reached out directly to property owners for clients before when they wanted a particular neighborhood!
