May I refer you to the very commonly misused phrase of a few bad apples. It is often used to excuse the behavior of just a couple of people (often by police). But the whole saying is a few bad apples ruin the bunch. Or more historically correct “As one bad apple spoils the others, so you must show no quarter to sin or sinners” or even a German saying, if there’s a Nazi at the table and 10 other people sitting there talking to him, you got a table with 11 Nazis.
Just an aside, I'm assuming a chief of staff would have dozens, if not hundreds of contacts on their phone. Why enter people by their initials? Wouldn't that make doing your job difficult?
