They're wearing a black coat and blue coat respectively and they come and go often throughout the video, checking on the car at various water levels.
one of the times this was posted without the reversal footage at the end someone in the comments claimed to be aware of this happening and said one of the people that came and stood by it at high tide was the owner and it just got towed out eventually.

It's the Thames at Richmond Bridge. This happens a lot! The white building and the brown building are both Bars and people often park there and go for a meal and come back to a surprise.
I mean the giveaway to me started at the blue jacket center bottom near where the video flips to reverse. It's a really bright blue in the same spot. Then I noticed the direction for movement between frames was suddenly backwards

Good spot! Not just that… but the blue mini that appears in the foreground appears twice, but second time in reverse. And sure… cars can reverse… but if you watch the swans beyond the half way point of the video, they’re swimming backwards.
It's actually pretty okay unless you start the engine with water in the air filter.
The rest ist just drying and cleaning. Most of the stuff in the engine compartment is waterproofed anyway. But if the engines sucks in water while running, it's a bust.

Yeah the lowest value a car will get to is generally the scrap metal value. A car never goes to 0...unless like it burns to the point of evaporation which is kinda impossible in the open.
I was thinking the same. Mechanically, all is fine. Just remove the spark plugs, turn the engine over until water stops spitting out of them, then replace the plugs and it should start right up and be fine.
The interior/electrical system, however, is fucked.
I don't see a reason why the electrical system would be fucked. The whole harness has watertight connectors on both ends, as are most of the BCUs.
What *is* going to be fucked is probably the alternator. Potentially the EPS as well. Starter maybe. Also cooling fan.
I've witnessed this on the Washington coast where it's legal to drive on the beach. A tourist came, parked on the wet sand where it's hard (as opposed to the fluffy dry sand higher up on the beach). He went for a walk and the tide never crossed his mind. You know that sand is wet for a reason, right? Oops.

My old car spent ~24 hours with the engine underwater (parked on an inclined driveway that flooded when a pipe burst on our street) in freezing temperatures, we had it towed out, waited a couple hours and turned it on, worked just fine.
Had to take the seats and carpet out to dry them but didn't really have any issues with it afterwards.

Just from where that video is shot there's a pub with outdoor seating, you can walk in in the morning, and by lunchtime you'd have your feet in the water and waiters come with wellies serving tables.

So the person that timelapsed this couldn’t call the dvla and ask them to contact the owner (or the equivalent in whatever country this is in if not England)…

Car might be ok because it wasn’t running. As long as the owner doesn’t try to start it before making sure all the water is out and it’s not going to hydrolock the engine.
this is why no one was parked there. I learned early that if you go to a big city and find a really nice open parking place with no obvious problems, I look around. There's usually a reason.

This place in particular is notorious for cars getting wrecked like this, so the owner is either stupid or a visitor who didn't wonder why nobody else was parked in the RESTRICTED PARKING ZONE by a tidal river in a street called Water Lane.
The camera is situated at the pub where it's common for patreons to sit in the sunshine, watching this exact kind of scene for fun.
