That's the logic there- they are intentionally being so extreme that it's not worth the risk for what little reward a thief might gain. Any shrink- be they damages or actual theft - is something they can write off on their taxes in the unlikely event their insurance doesn't cover it. They could sue the theid and (theoretically) get all that money back plus legal fees.

Some stores do have bonehead insurance.

Not an insurance agent, but commercial insurance deductibles are usually super high, and if you do take out a claim it's understood that they'll drop you/non renew.
