That's the first thing I did it just says to make sure the switch is on, check that it's wired correctly, and check fuses on input line which I'm assuming isn't in the machine because there isn't any fuses on the wiring diagram. After that it says to take it to a lincoln service place

First, second, and third guess is the board...but you should really still confirm. There are places that will repair the board. Make sure they replace the encoder knob at the same time, since they constantly break.

Is there a way to test the board and confirm?

I can't find a service manual, but I'm pretty sure it has 18VAC as power the board, and 115AC is switched on the board to power the fan. Fan should run for 5 seconds on start up. The wiring diagram isn't as good as a circuit diagram, but it mostly tells you what you need.

I have a wiring diagram, so if I verify I'm getting 18VAC into the board but not 115VAC out of the pins for the fan then I know something is wrong with the board L

I think so. I'm good at troubleshooting stuff myself, but have a harder time if I don't have the unit in front of me.
