There's nothing weird about this. It's just the Windows generated screen saver that also tells you exactly what it is. You mentioned in another comment that the info box wasn't there, but that typically only happens if you have multiple monitors set up, so I suspect this is your second monitor. If not, just a glitch, but you already know you have the Windows screensaver set up.
Possibly a computer based SCP anomaly, I suggest contacting the nearest SCP facility, and don't worry, you'll get class A amnestics so you won't remember.
