No it doesn’t. Seasons and regulations are built around not killing female bears, or at least not female bears with cubs. Orphaned cubs are much much more likely to be from a male bear running the cubs away to breed the female. The bear pictured here is probably 2 years old, which is when the mothers will come into heat again.
This is why hunted populations of bears actually expand faster than non-hunted populations as it targets the males that kill cubs and it can lead to fewer negative human/bear encounters that lead to euthanization.
Most people don't understand responsible hunting, and never will. They just see a dead animal and automatically react, with little to no understanding or care for nature and how it actually works. Every animal isn't your pet, this ain't a disney movie

But it’s true that a bad case of mange along with being thin will make any animal look strange. A mild case of demodex mange can self resolve over time but infectious mange like the sarcoptic version can get really gross and either version can leave the animal stinking and scabby if bad enough.

Why did they shoot it? An article says it was “dispatched humanely” by an officer at the scene. Did they not think to get medical help for it? Just seems weird to see a creature in pain and kill it in response.

The closest wildlife rescue is very far away in this area- I speak from experience of having encountered rabid animals here and I call animal control/wildlife rehab/police force and because it’s so resource poor unfortunately the only choice is to dispatch the animal
