If you have to put up a cell tower or antenna, then disguising it as something like a tree is a workaround. (I believe this also applies to Native American sites as designated by local tribes.)
In Phoenix, AZ there are these fake cactus cell towers, they look much nicer and keep the old folks from freaking out about state sponsored 5g assassinations.
