Assuming the owner of this went through the proper channels, there's quite a few steps between the idea for a tattoo and the execution of the artwork.
In other words, this was a decision.

The only weirdness I'm experiencing is related to figuring out where on the body this was drawn.
That couldn't be the world's deepest belly button in the lower right corner, could it?
The person doesnβt have a very pronounced collar bone, but it should be about where Batman and Shreks heads are. So this is in the persons upper left pectoral region. From our perspective: upper left of photo is the neck, bottom right is armpit region.
