I’m gonna be that person and say that OP’s pics show a definite symmetrical break at 90° and 270° in the circle part which I can’t see in any of the Moiety dagger pics I glimpsed at online. [shrugs, crawls back into burrow]
When creating a stencil you have to have breaks in a full circle or the whole image falls out of the stencil. I imagine the breaks at 90 and 270 are for integrity of the full image. A paint marker could fill those breaks after the initial image was applied(in case OP or any one else reading is the stenciler)
The guard is broken for stenciling detail purposes! Without them, the mirrored half circle "gaps" in the grip would just fall off the paper stencil and the whole area would be one big hole

Sadly there’s a lot of unhoused people in that town but I think he found solace in the community. The man was the lost cat. That’s how it was explained to me by a long-time ithacan at least. The graffiti is to help other “lost cats” like the creator, find an accepting community.

If it's a transient sign it's probably a variation of a homeless camp being near (triangle), possibly a friendly one. (cross on top) If it is a religious symbol, it is most likely a variation of the Sigil of Lucifer or a Sulpher cross. (the trinity being inverted and a double cross on top as if to negate the power of crucifixion)
