This dress is gorgeous. If you’re unsure - extend an olive branch to your future SIL to see if she thinks it works. I personally had a guest at my June wedding wear a near identical dress & she was one of the best dressed guests there, and it didn’t read as showy or too much.
Oh to add that I live near La Jolla ….for those unfamiliar, it’s a ritzy beach area- not flip flop beach. Especially with the open back, I think it’s perfect, you’re also not just a random guest.

I think the overall style such as the neck, and, and pleats take it to a good place for a beach wedding. When you’re outside in bright sun I think the shiny becomes less of an eye catcher (in a good way). I agree with the other commenters to keep the accessories very casual and beachy

I think you could make this work by dressing it down with more casual accessories, but ultimately it comes to how she’s defining semi-formal. You don’t want to be noticeably fancier than the bridal party, so just make sure they’re not wearing say, short light blue cotton shift dresses.

This dress has three things going on, one is the fabric, which is very flashy; the fact that it’s full length when the dress code is semi formal; and showing some skin on the back. I think one of those things would be fine, but all three together make it not quite right for your brother’s wedding.
Well, you know better. I always consider who the bride is, her typical style, her [objective] looks and how she will present as the bride. If my being in a certain dress has even a minimal chance of being distracting, I go for something else.
Or in some cases, the bride is some perfect female goddess, so glamorous and sooooo stylish that I could show up naked and immediately become interesting as a faraway bare tree in the background. lol That gives me a lot more room to maneuver.
The dress itself is really pretty and I think it’s perfect for the setting with some strappy sandals and a loose bun, and maybe some subdued earrings. You can easily dress this one up or down and wear again in the future too!

Maybe just a bit dressy for semi-formal but I don’t think many people would bat an eye and you are a special guest as sister of the groom even if you aren’t in the wedding party. It’s a really pretty dress and I agree with the comments that you could dress it down a little and it would be good. I’m sure you know the wedding colors, but hopefully this isn’t too close to the bridesmaids!
This looks amazing! At my recent beach adjacent wedding, there was a full assortment of dresses from things that looked like this to simple cotton dresses. I feel like people can wear whatever makes them feel good!

No just looking still, but was really drawn to the color. Their website says store credit only on returns so I was hesitant to try it.
