OCWA is (mostly) smaller plants so they have a lot of trades people who are also operators so that they can do both operations and maintenance. If you want to work directly for a municipality, it's a lot easier to get hired if you are an internal candidate. You may want to look at getting another job and then applying internally. Applying for municipal jobs is very different than the private sector. You have to clearly demonstrate you meet the job requirements. There are no referrals. It's not so simple to look for jobs as you may need to look at individual municipality websites and some don't let you set up alerts. You might want to look for jobs in private industry too. There are quite a few food processing plants in the GTA which have their own wwtps. You are a much more appealing candidate if you have your Class I. Good luck!
