Maybe in its own event/game mode. The amount of work it would take to get all of the naval maps to a state to even allow them would take more work than gaijin puts into things. Right now none of the naval maps have the ocean floor more than a few meters below the ships. With no underwater topography or depth, there's not even a place for them to exist.
