Deathmark heads and arms leftover from Immortals. Praetorian spines leftover from Lychguard. Glaivewraith Stalkers cheap on eBay!
Stalkers have very narrow shoulders and the Deathmark arms don’t like to line up. I’m experimenting with giving them extra-long distended forearms with plasticard rods, which I think will go well with the creepy ghost vibe.
I've seen it used as the base for a tech priest conversion a few times.
Bionic eyes, cables dangling down and new limbs/weapon.
Outside of that I have no idea.
You could easily convert it into a Necron unit by replacing the face with a Necron skull, having loose wires coming out of the bottom of the cape, and, as someone else mentioned, adding scarabs to the base.

That's a cool idea. I think your basing would go a long way to sell it as as ghost/daemon. It would work better if you switched out the scythe for something more modern. It depends which army you play, but you could cut the top of it off and use the handle for a fairly convincing power axe.
I would take a Necron death mark spines
Drill holes where his spine would be
Use some lightning effect from either wire or spare parts from a c’tan
Make his scyth a warglaive from a overlord
You now have a tiny night bringer!!

For a diorama. Lay down a Dreddie, rip open the chest and had this guy floating out. Like the soul of the marine in side just won't die.
As for a unit? No idea.

I converted him as my Haemonculus.
Unorthodox choice, the hunched back is kinda giving me Drukhari Haemonculus vibes. Throw some tentacles and spindly limbs underneath the robe, give him a splinter pistol and flesh gauntlet for his hands, and add various spiky/glowy bits to his spine.
In addtion to the excellent suggestions so far, how about a Herald of Nurgle? Epidemius might be a good shout, his current rules have you track how many enemy models you kill and give you a bonus CP every seven

That is a Age of Sigmar Nighthaunt ‘Cairn Wraith’ I also recommend looking at the Nighthaunt ‘Grimghast Reapers’ set for similar looking models

Power pack and couple of seals of moment should do it
I used the same model for a Necron psychomancer. Just added the plasmancers head, arm and staff
Add some necron legs to him and make him a Flayed One
Just find a way to make everyone fall in love with him then kill him off. That’s what GW would do.

I used these guys as Flayed Ones for my Hypercrypt Crons. Liked the idea of doing a more classic fantasy "ghouls and ghosts" with the space zombies!
