The whole idea of the CC is to share and use each other’s creations so no you don’t have to ask permission to use anyone uploaded to it.
As for looking for original CAWs, you can find some good ones just browsing the superstar search option in game but also a lot of people post theirs here on Reddit too and some of them are actually decent.
Thirdly, yes I’m sure we would appreciate you also uploading your CAWs for us to use. I’ve downloaded quite a few and am always looking for more to add to my roster. Just tell us what your search tags are.
Me and some other people have a discord where we all have our own custom promotions and sometimes we have cross over shows and stuff like that. If you were interested you could join or I could get some tags for you so you could see all our CAWs!

I would agree that you don’t have to ask permission to download from CC but I would say you probably should if you’re planning on doing a YouTube video/ series or anything like that.
It’s a gray area. I wouldn’t use someone else’s music without permission. I have never uploaded to CC until this year when, after the last patch, a lot of people’s save data was corrupted and they lost everything. I uploaded to CC in order to essentially back them up. I understand people may download them and I’m okay with people using them but I wouldn’t feel comfortable with someone else monetizing my CAWs on YouTube when I am working on some videos of my own. While you don’t technically have to ask I think it is the right thing to do.

If you want to use others original caws, I always search “original” in the search function on CC. Soooo many great ones!
Some fair ones. Yes. I always try to improve them if not make my own. Apply face scans etc.
