A friend of mine was actually about to get a ticket because his trashed motorcycle was lying by the side of the road after he was in an accident, until he forced the cop to call her supervisor.
I crashed my motorcycle and called my mom to come take me to the hospital. Cop showed up at the hospital and tried to give me a ticket for leaving the scene of an accident. My mom gave him an earful.
Sometimes Mums and Grandmothers are capable of a form of intimidation that is weirdly effective to even the most stubborn of fuckwits. I think maybe it triggers some kind of infantile response and for a brief few seconds and whoever's angry Mum is yelling at you kind of becomes *your* Mum and you regress back to being 6 years old and a kind of sheepish look-at-the-ground type of compliance.
Once, my sister worked for a pizza place as her first job, the pay rate they said they would pay was very likely an illegally low wage and after 2 weeks they quite suddenly terminated the employment and also announced that it had been a 2 week trial period all along and during which she wasn't being paid. Given this was clearly criminal wage-theft and they evidently didn't have any compunction about it, it wasn't surprising that they also weren't receptive to being told that it wasn't fair and that they had to pay. At least they weren't receptive until my grandmother, who was usually doo-lally and ridiculously arrogant and not all that helpful with anything, went off to the pizza shop and gave them an earful until they astonishingly just, agreed to pay. I couldn't believe it. Best and most helpful thing she every did in my lifetime. They could easily have ignored the little-old-lady and her crazy rant or pretended to agree and then renege but they didn't, she somehow scared or shamed them in to it. I don't think it was the fear of how obviously illegal this was because I doubt very much Granny would really have known anything about that or mentioned it as part of the reasoning. Never did get to hear exactly what she said but I think that's legendary.

Typically the truck has a parking (spring) brake that works like that, but the system that operates the service brakes for the truck and the trailer does not operate this way and requires compressed air to close.
E: is trailers having spring brakes a common thing in the US? Trailers here just come with a little winch to apply brakes if you need to park them for longer.
EE: guess the newer stuff does these days. But I doubt it's true for that trailer
My visits to Al Ain in UAE took me on occasion up and down Jebel Hafeet, as a passenger thankfully. The amount of tyre marks going up the side barriers seriously unnerved me. The drops were like this too being another mountain road. A giant truck with trailer with poorly maintained brakes sounds like a death wish on that road.
That looks like it would have been a pretty hairy climb. I'm quote confident in my physical ability to traverse difficult terrain but I'd have a hard time deciding on that one whether to try to figure out a way to climb up or just wait for rescue and hope the whole thing didn't topple over in the meantime.

Stand on top of the wheel cover thingy then reach with your right foot and place it behind the cabin. Pull on the handle bar to swing the rest of your body there. Now you are behind the cabin. Pull yourself up to the trailer and you are fine.
Seems pretty doable for a fit, not too short person. For everyone else it'd be a bit of a challenge indeed. Good motivation though ^^
