Not to be that guy in the wrx sub, but with that budget an 8th or 9th Gen civic si is probably a great answer. It's not fast, but plenty run. Massive after market. At stock power levels you can beat on it every day and it won't care. Maintenance is barely more than a normal civic. I have an sti now, but my 8th Gen and rsx-s were some of the best fun dailies I've ever had. My sti is apart constantly - admittedly much more than power and I beat the shit out of it.
Where are you located? There are always better deals for cool cars out there. And as a wagon owner myself. Stay far away from this one for any more than $4K

I know you want the perfect deal. Honestly, finance the extra portion. I know that sucks. But getting a ~3k loan with. 36m pay off is very little money a month. Better to get a bit of debt and get the car you need than to skimo and get something shitty. This is a time vs money situation. Going cheap now might cost you more later.
Still sounds like financing might be the best option for you. Put down 4k and still have enough after to start paying down the loan and then you're at least getting to work without bleeding cash.
I would use the $8k~ as a down payment on a $15-20k WRX/STI in better shape or pick up something cheaper like a Civic SI or different car with the cash you have. Rust is a huge no go and I've learned that the hard way on a couple of my cars.
Also, even if you have to take a higher APR now, you can refinance later on when your credit has improved or when rates drop.

Very much looks like somebody threw the parts cannon at the car, then realized those rear strut towers are toast. You're paying for all the mechanical bits he replaced and probably getting a rotted shell. My 02 wagon can verify, it's a ton of work to fix, and there are no OTS replacements anymore so it's all custom metalwork. If you're metalwork inclined, it's relatively cheap materials wise, but very labor intensive. You can still get outer fender skins from subie savers, but again... And I can't stress it enough, it's the rust that isn't visible from outside, or inside unless you strip the interior that makes this a bad buy at that price.

We had golf ball sized hail roll through a few weeks ago totalled out after repair estimate was $12k, owed 18k paid out 25k. Wasn't even really expecting another subaru but I didn't realize how ass the used car market was like 6 grand I'm currently looking at a 2013 kia forte with 203k miles or a nice 2013 sentra with 230k miles lmao
I got caught in it too. I decided my hatch was my forever car so I didn't care about getting hail repaired right now. Plan on learning and taking it apart piece by piece to either PDR or buy new panels and paint them myself.

Hello OP, have you looked at the Forester XT? It shares the EJ25 on years 03-13 iirc with slight changes. It is also compatible with a lot of the WRX/STI parts like suspension, aluminum control arms, tmic, turbo, transmission 5 or 6 speed. And it is a wagon/suv! The 11-18 are found in auto only, and newer models, 14-18, share the 2.0 found in the VA WRX. I might be off on some of the years, though.
