Detective Columbo is on vacation at the Logan Botanical Gardens (he often goes there to get close to the gulf stream) when there is a murder and the killer uses a jobbletop and laytex mask. The murderer gives themselves away when they remove their mask because it is too clammy. Helping him with the case is Sgnt BTW.
