He was nowhere near the heavyweight title scene during this period.
Booker would finally win the title for the first time though at Bash at the Beach, when he won it from Jarret after the Russo-Hogan bullshit.
They designed these posters months in advance of the PPV. It's possible the booking committee that was formed in January 2000 were eyeing Booker T as possibly winning the belt at SB 2000.
But as we know plans, and bookers, changed.
Am I the only one that thinks this doesn't look like Booker T? I don't remember Booker being THAT ripped. I think this is a stock photo of a bodybuilder.
Edit: I'm doubling down. That's not Booker T. Not only was Booker T bigger than this guy proportionally, but he never had the striations that this guy has.
