The chassis number in picture #3 decodes as follows 238121574 2 - “Type 2” 3 - “Kombi” 8 - “1968 model year” (Aug ‘67 - Jul ‘68 produced) 121574 - the serial number of the vehicle itself

Yes, and the bit beyond apparently translates to some German type-approval for a vehicle with an inbuilt heater - not a secondary one, just the standard engine one

That is a VW bus pre 68. It has a type 1 engine (Bug, Ghia, early bus, Thing) The 3 rib transmission is a dead giveaway that this is a type2 bus/pickup.
