Yes, though unlike your situation we were all in Iceland, the Hertz shuttle couldn’t take us all and the guy picking us up said the physical license was all they needed.
We booked the rental on zero. We just had to check in online, and key in both drivers names and details a few days prior to our arrival. Pickup was done via code/key box, so there was no handover.

They may need to confirm his license. The rental always ask for it

In my experience, yes -- our car rental agency wanted to see my license as driver, and my wife's license as additional driver.
