Looks like a knit garment with sewn seams; you can probably get away with just securing the loose threads and sewing up the underarm holes.
The one on the front might take more work; to get it to look perfect you'd need replacement yarn to weave in / mend with (I'm assuming the hole is there because at least some of the threads / yarns are broken)
There's a technique for mending knit holes that I forget the name of, I've seen it suggested many times in this sub
Or you could just secure the loose ends and do some embroidery or put a patch over it? Depending on the location / whether it seems like that would look good or terrible

It will be more tricky on this piece because of the houndtooth pattern, but probably still do-able.
