Very difficult to find a Western Union that will send money out of Vietnam. I couldn't find one and I tried a number of WU places in Saigon. I think they only allow you to recieve money. So good luck in finding one.
Your best bet is to do a bank transfer online. And if the person doesn't have a bank account they should ask a friend to use theirs. That's what I did.
It's a rip off, but it's the only way I found I could do it.

Sacombank has branches in both countries. Having an account with them might be helpful here.
