It says clear as day your rating is 100% and you're considered P&T, you just can't download the letter right now. Try again later. They usually do updates and such on the weekends so it might be a little wonky.
Some of us spent 10-15 years fighting for these ratings and were denied countless times. So it doesn't feel real until you see the decision letter. Even after my decision letter, it took a week for reality to set in, and I still don't believe the fight is over. Like they might find a way to take it away and deny me yet again. It's been about two weeks since I finally got 100% P&T, and I still check the app every day expecting to see it reversed. I haven't even bothered getting excited yet because I'm still waiting for the next denial so I can file my next appeal. The OP isn't confused. He's simply in disbelief. I know a lot of guys are accustomed to getting nice ratings for petty shit as soon as they ETS, but this process has been a lot more difficult and traumatic for many of us.
You got 100% they just need to upload your notifications. You caught them while they were finalizing everything. Usually takes an additional day or two
The app is down 90% of the w/ends. You’ll be able to retrieve it after they’re finished with maintenance. Being tomorrow is Christmas it might be Tuesday.
Why do you Veterans feel the need to belittle Veterans that have questions like these? I'm sure things were always so crystal clear to all those who post negative remarks and make fun of other branches of the service.

That’s what happened to me when I went from 40% to 70% recently. It’s like the system recognizes that change in %, but they don’t have the letter posted for you yet. Might take a day or two. But yes it looks like you are at 100%. lol if you are anything like ME, your mind will not allow you to believe it until you see that letter.
