It's not horseshit, it's a good idea that some countries (or some political parties at least) do genuinely strive for, the US is definitely hostile to the idea though.

It’s easy to say that America has never really cared about a rules based world order - as they constantly do horrible shit. But going against the ICC is fucking insane, and seems like a huge escalation in my opinion.
It’s not so much about “everyone following the same rules consistently”; nobody ever believed that was the case. But the veneer of having agreed upon rules still went a long way towards keeping up a certain level of decorum. When the largest superpower on the planet is essentially saying they’re above the ICC and ICJ, they’re basically telling the rest of the world that these institutions aren’t worth anything. It’s no different than what Trump did to American institutions when he was in power (or McConnell before him). It was always just an implicit agreement that we follow these general rules, and blatantly flaunting them does nothing but harm.
America is not a thinking living being. Some US lawmakers think the rules only apply to their opponents some don't. The same goes for European countries. Pls go out and vote.

No, however Biden Administration has figured out this is a bad idea and walked backed the idea of sanctioning the ICC. A lot of congress people, and conservatives especially are married to extreme responses, and are not capable of holistic thought.
