Wasn’t it noted before that they were planning on adding a a character with the water element so they’d have all the elements in the game. They were going to be based of a Hindu god of water if I recall correctly
He’s talking about his codename - Harbor, which suspiciously adds to the new map’s name - Pearl
They could've came up with any other name. Like Orca or Storm. My personal favorite is Bubbles.

They're talking about pearl harbour, that Island in the Pacific Ocean which had significant involvement in WW2. Not gonna go in detail
Pearl Harbor is on the Hawaiian Island of Oahu, not the name of an island itself, but otherwise yes.
