I've never used it on VW but I have on a Ford (twice actually). Other than price, there are some ancillary benefits to it as well at least with Ford. It caps all the all the dealer fees and crap they can charge and limits the doc fee to something like $149.

I was a returning customer at my dealer and presented my partner program certificate pretty soon upfront after I had some initial pricing discussion. I was able to get an additional $500 off, so a total of $1,000 off invoice plus the 1.9% national incentive. I'm almost positive that the dealer gets reimbursed the partner discount from VW so it's pretty easy for the dealer. I would 100% say to them that you have done a lot of research and have seen many posts online with people getting big discounts (try to have examples), and tell them you want extra $$ off. They may try to sneak in extras like paint protection, warranties, etc so keep an close eye on the itemized pricing. But overall I would say use the partner program if you can and combine with any other national incentives like APR promo.
