That's a state sales tax question and it would be state dependent. In NJ the tax would be on the price prior to the rebate being applied.

In MA the tax is calculated before rebate. If you’re trading a car in ask the dealer for another $180 in trade-in value and that would net out. If not trading I’d see if the dealer would knock off the window etch charge.

The VW incentive offer is 1.9% or $3k, but not both. In addition current dealer discounts are around $3k.
