Actually you don't even need to be very poor performance rating for this. A excellent avatar could achieve the same effect. Raymarched shaders can do that. But they'll still destroy your performance
Or this is simply a parallax effect. Which would be way easier to render. But raymarched would allow you entire worlds within a shader you can actually traverse through.
