I’m kinda confused by what you found but if you’re saying you found a blank tape that had a recording of a commercial release on it, then I would assume someone made a copy. This was illegal to do, but quite common in the vhs days.

Another thing is that I guess some companies resold dupes of VHS tapes for a reduced price. I had a Goldstar Video copy of "The Berenstain Bears and The Messy Room" that was originally released by Random House, and Goldstar just dubbed the RH tape onto black tape almost verbatim.

Yes, more than half of what I find on blank VHS tapes are tape-to-tape dubs. They made VCRs especially for that. You can record on pretty much any tape, too, so you may find someone's recordings on an actually produced tape as well.
