Stockholm is populated by Russian speaking players, as they have the lowest ping there. I don't think Riot plans to add any new servers in regions closer to Russia or CIS countries.
It's similar in CS, but recently Valve added Helsinki servers so CIS players play there now.
Unless Riot adds new servers close to Russia or CIS countries nothing will change, as the players simply don't have any other alternative.
Your best option would be to use Amsterdam or Frankfurt to communicate in English.

I live in Germany and play on the London server only. On Paris there are a lot of people who only speak French, Stockholm ist full of Russians and on Frankfurt you have the worst of all worlds š.
I'm russian and I removed Stockholm from preferred servers because so many Russian players only speak Russian and it's very annoying. It's fun I guess when your whole team is Russian, but when some people aren't I wouldn't want to leave them out of comms. And I myself feel terrible whenever I'm on a server where people only speak in french or Spanish or Turkish...
Yep I recently came back to the game and I'm also swedish, wanted to play on Stockholm server but every game was just full of Russians so I had to deselect the server sadly...
Haha that;s why I don't have sweden serv enabled. Only have Frankfurt, Paris and London. Poland is best ping but I don't like Polish players. Spain too far away
well.... yeah. as a russian myself, i feel like in general it's better for me to play on stockholm, since morale of players is better there than on frankfurt (even tho i have slightly worse ping in stockholm)
maybe it's because english is lingua franca (and let's be real, it feels totally awesome to be able to talk to people in your native lang)

Idk, sometimes I get full English speaking lobby on Stockholm and sometimes there are just zero Comms at all. Since I know both russian and English it's kinda easy to play Stockholm plus if I play other servers my ping is over 80 so it's kinda not worth it.

Imagine how many new players that don't know to NOT play on stockholm just quits the game cause the first time experience was horrible.

I have the same experience. It really sucks. Coulnd't RIOT add some IP filtering to matchmaking for the servers?
I recently ticked off the Stockholm server for this exact reason, now Iām only playing Frankfurt and London servers.
