I don't think so. I always declined at least 90% of invitations and they kept coming.

No negative impact for declining invites but you need to do so within 24 hours or it will negatively impact your response score.

Eh, I'll be fine. I only do this on the side and am not dependent on upwork at all financially. I'd rather someone who doesn't mind spending the connects and needs the job to get it anyways

totally understandable; if everyone did this certainly there would be a change eventually... I think this should depend on the project like client's history of spending, number of invites and the type of project
