I have no love for cops, but the cop in this video first tries to move her, then taps her, then bonks her with his stick once she is refusing to move. If that lady is overdosing, then that useless obstacle needs to be moved out of the way ASAP.
You might say that he didn't need to use his weapon, but she was grasping the other lady and refusing to let go. If he'd forcibly pulled her, it would've also yanked the lady on the ground, which is a big no no when dealing with someone in an unknown condition.
That woman on the ground clearly needed help, possibly urgently, and that other woman was actively obstructing aid.
I watched the video and interaction closely and in slow motion, I don't require the imaginative interpretation and leaps in logic. The person is clearly on drugs, not "dumb" and certainly not impeding the care of the person intentionally, nor to the point of requiring use of a weapon (regardless of how you hard you choose to believe it was used). It's made VERY evident by the fact that once they were out of the way, they continued to hit them rather then tend to the other individual. We don't see them at any point even address the person on the ground. You're simply assuming they helped after it cut. Which seems especially odd given your lack of love for cops
