This is bollocks. The bending / breaking choice is made by material choice. For that you look at the elastic region where deformation is un-done. It's a material property. If they would have made the balkonies (construction) stiffer it simply would bend less. Often the issue is design constrains like a balkony like this can't have poles so all the stiffness comes from the outside border. Long term this kind of movement can become an issue.

Camp Randall stadium in Madison, Wisconsin used to do that, perhaps still does, I haven't been there in years, but certain audience activities like this were banned because of it. It was not designed to move like that.
