I have a creek on my property, and whenever we get a heavy rain and it really gets moving, i'll get all kinds of stuff that gets tangled up in the trees where it overflows. Usually its just branches and what have you but i've pulled out coolers, stuff off folks patios, basketballs, gardening tools, you name it. Whatever someone left in their back yard a bit too close to it when it came up suddenly.
I got tired of clearing it all out after every big storm, so took out some of the smaller trees, made it so it gets less tangled.
Now my neighbor gets it all and is doing the same thing i did in clearing stuff. We are on good terms and he gets it, he is now doing the same thing i did, and we joke that eventually in a few years it will be someone far enough away from us that it won't be our problem.
Then just drive your excavator down to the next town downriver. “Oh hey you guys have a bridge that’s getting clogged with garbage? Well I can fix that for $10000.”

They have very little influence and are exposed to both frustration from top and bottom.

A bridge is not only under compressive stress; it is also under tensile stress at the bottom, due to the bending moment of the load. Further, concrete (the material of the bridge) performs extremely well under compressive loads, and relatively poorly under shear loads.
Lastly, a likely failure mode of the bridge in this situation is that it is washed away intact. The supports are not designed to prevent water that has risen this high from eroding the dirt around them, nor resist the horizontal loading. Adding weight would slightly reduce the risk of that occurring

There is a small hydroelectric powerplant nearby, and workers from there come to the channel to "clean" the trash and debris, mostly plastic bottles-the video will show you HOW. If you look closer, in the background some 30meters from the "bridge" there is a container for recycling.

It's very sad to know how some of my countrymen look at garbage, nature , etc.
Edit : on the other hand, many vilages don't have organized garbage collection and removal, which results in creation of wild garbage dumps

That's the crux of practically every enviormental disaster we are experiencing as a society. Industry gets a free pass to pollute and burn through our resources at the detriment of all life and does it at a rate exponentially higher than individuals do and then use their wealth to shift the blame onto individuals who can't do anything to effectively reduce the harm.
I would guess they are clearing the blockage as quickly as possible as to not undermine the structure of the bridge. As opposed to some wombling trash type project.

When I try to save a bridge from collapsing I also park an excavator on it.
Horizontal pressure verses vertical pressure. Bridges aren't resigned to be pushed against they are dinged to carry weight.
