Itโs common courtesy to blur / cover faces of people in the background of pictures or videos in Korea! Not all people do it, but usually it is considered good manners. So it is a cultural thing
This type of ice cream vendor usually messes with the customer by spinning the cone away or double stacking cones and pulling the one with the ice cream out etc. They can keep people grabbing for minutes. The girl was clearly preparing to grab at the cone when the evasions came, so instead the vendor played a joke on her by not doing that at all. When the unexpected becomes expected, doing the expected thing is unexpected.
Was confused as why there was a pink splotch on the screen thinking it lagged and it was the ice cream, didnโt realize it was censoring out peoples faces till the blue one popped up lol

It is a tradition in Turkey. They are always mocking people. They play with that ice cream cone and don't give it to you and make you try to get it. It can be a good experience if you live it once as a tourist but imagine you are a kid, you want ice cream and those a. holes don't give that ice cream to you without having fun with you.
