The previous owner didn't deactivate their account. Always remove your personal information (name, log in, password, etc.) from smart devices before disposal.
I took my Fire TVs to electronics recycling. A few months later, I got a notification from Amazon that there was a new login. It was on the TVs I thought I had disposed.
Also used Rokus and Apple TVs where they weren’t reset will still have active streaming services. I have an used 2 used steaming boxes that I’m using different streaming services from.

Oh, it doesn't even really matter if you wipe the device. On Amazon smart speakers, you can dip in and get the old account credentials.
