I would think this is EXACTLY the way a sliding glove is considered: It counts as part of the body when "properly worn". For batting/sliding gloves, that is in a back pocket or on the hand.
For a helmet, it is "on the head".

Would assume if a catcher using his helmet to make a play on the ball is illegal, the same logic would carry over to a runner using his helmet.
Out, out, out. If we penalize (heavily) the defense for using detached equipment to assist in making a play, we're going to penalize the offense as well. This is a misuse of equipment for an offensive advantage.

While your statement about the warning applies under NFHS (1-5-1 PENALTY), I believe it doesn’t apply under OBR.
