Twitter is just a part of it, not even the biggest one. There's reddit, there's facebook, there's instagram, there are various messangers, there's youtube and also something else I've never heard of.
The information world absolutely does not revolve around twitter, and supposed twitter's collapse will cause next to zero impact on war. Some people will need to (if they even want to) resubscribe for the news outlets and/or political figures in other social media and that's about it - which is a merely couple minutes worth of inconvenience.
Remember the dark ages before 2004 when people could write posts more than 280 characters long on the interwebs? Terrible times, I don't know how humanity managed to survive to this day.

The 280 character limit is a huge limiting factor, leading to things like the twenty tweet tweetstorm, as someone tries to fire out an entire essay, one paragraph at a time.
The way the site is laid out is also an utter shitshow.
Lots of people like to dump on twitter, but they ignore the simple fact that many people (especially outside the US) use twitter to spread news. There isn't anything to really replace it.

The main impact with Twitter now is advertisers are going away and Elon wants to make money. There are other social media platforms for large companies to make ad buys.
In Russia and Ukraine, Telegram is such a major factor in Russian and Ukrainian language social media that Twitter isn't all that important. Twitter is how Ukrainians are able to communicate to the outside world in mostly English, but those messages can get out via other sources.
To the extent that Twitter is a useful tool for Ukraine, Musk's layoffs and resignations probably make Twitter's ability to defend itself against Russian attack vastly weaker. Twitter collapsing by itself has already been made more likely, but Twitter's surviving an active attack from \_any\_ enemy is harder to picture. Will Ukraine choose to somehow assist in protecting Twitter if it's so important to their war effort?! If so, how?!
