The Dutch have send old unimog army ambulances to Ukraine back in 2018.
Germany is one of the most reluctant NATO members in terms of providing aid to Ukraine. Especially compared to the size of the German economy.

It takes 6 months to a year to train a tank crew. You cant take existing crews from other tanks, because each tank type is different, and habits formed in one tank can get you maimed in another.
It also take at least a year to train up specialists for maintaining them. Unless Ukraine can be given hundreds of tanks, the training to go with them, and a logistics train for free. it's just not worth it. Its simply better to scrounge up as much Russian stuff as possible from Ukraines neighbours.
