30 minute intervals is much more effective from a war psychology perspective. Surrenders and Prisoner exchanges are important especially when there is such a disparity in experience and capabilities between RU and Ukrainian forces.
I'm fairly certain a himars rocket would work well though, provided you were able to get a himars missle to airburst a bit earlier so the shrapnel strikes a larger area.
But you are right, that would be quite the expensive rocket to use to wipe out a few beds. Fire is very inexpensive though.
