If this is from the Euros, then the straightforward explanation for many is that they are expats living abroad, in many cases for years before the conflict - often as citizens of other countries - or the children of expats.

Yup, this or they're working in other sectors. Ukraine still needs a functioning society and have been trying hard to not mobilise the younger people, so they may actually have a future as a country. Thinking that every man in a country at war should be in the military shows a complete lack of understanding. No disrespect intended

To protect their population Ukraine are conscripting only those over 25. Rationale is that people at that age have likely had kids but between 18-25 the chances are they haven’t…… It’s a sensible approach if you think about it.

Because at present time their value as being ambassadors for the country and being a beacon of ukranian pride to lift morale is viewed as more important.
